U Khin Maung Win, Permanent Secretary of the Union Civil Service Board, was born in Taung Ngu on 4th December 1961, from the parents of U Ko Gyi (father) and Daw Nu (mother). He attended in the 14th Intake of University for the Development of the National Races of the Union (UDNR) from 1979 to 1983 and started his career life as the primary assistant teacher at the primary school in Yaytashay Township, Bago Region on 1st April, 1983. He was appointed as a tutor at the UDNR on 17th August, 1983. He graduated with Bachelor of Arts at Mandalay University in 1988. He was transferred to the UDNR as a tutor and then graduated with Bachelor of Education at the UDNR in 1994. He had served as an Assistant Lecturer, Head of Division, Head of Department, Senior Head of Dapartment (Admin) until to the post of Pro-rector (Admin) at the UDNR in 2009. He was transferred to the Civil Service Affairs Department of Union Civil Service Board as the Deputy Director General in 2010 and transferred to the Central Institutes of Civil Service (Lower Myanmar) and (Upper Myanmar) as a Pro-rector (Admin) in 2013. He was then transferred to the Chairman’s Office of the Union Civil Service Board as the Deputy Permanent Secretary in 2015. He was promoted to the post of Director General at the Civil Service Affairs Department according to the Order No. 22/ 2016 of the President Office on May 30, 2016 and then served as the Permanent Secretary of the Union Civil Service Board according to the Order No. 39/ 2016 of the Union Government on June 6, 2016.
