U Zaw Zaw, the Rector of Central Institute of Civil Service (Lower Myanmar) was born in Pathein, the Irrawaddy Region on 21st April of 1964 by U Than Aung and Daw Khin Htar. In 1982, he passed the matriculation examination and joined the Defense Service Academy Batch No. (29) and was appointed as a gazette officer after graduation with Bachelor of Art (DSA) in 1988. He served for the military in Army through the various posts and upmost to the Second in Command (2IC) from 1988 to 2006. And, he transferred to the Ministry of Industry with the post of Deputy General Manager and undertook from 2006 to 2011. Then, he served as the Director, Deputy Director General and Office Principle (currently called as Deputy Permanent Secretary) in the Office of Chairman, Civil Service Affairs Department and Civil Service Selection and Training Department under the supervision of Union Civil Service Board and was assigned as the Pro-rector (Administration) of Central Institute of Civil Service (Upper Myanmar) from the date of 13-7-2015 to 20-5-2020. Now, he is undertaking the responsibilities of Rector in the Central Institute of Civil Service (Lower Myanmar) from the date of 21-5-2021.

As for his international career pathways, he attended Seminar on Executive Development Model for ASEAN Civil Service in Thailand from 12-9-2011 to 14-9-2011, the Study Tour for the Human Resource Development in Public Sector and Civil Service Conferences from 16-9-2012 to 20-9-2012, Country Fellowship (Seminar) Public Sector Development Program for Myanmar Senior Government Officials in the Republic of Korea from 30-6-2013 to 14-7-2013, the second Study Tour to Japan by the arrangement of Sasakawa Peace Foundation from 24-8-2014 to 29-8-2014, the Coordination Program for Myanmar Climate Change in Vietnam by the UN Environment Program from 3-7-2017 to 7-7-2017 and; the knowledge fair workshop and leadership forum in Japan from 6-12-2018 to 7-12-2018.
