Director General U Zaw Moe Win obtained Bachelor Degree specialized in Psychology from Mandalay University in 1983 and also got Diploma in English from the University of Yangon in 2004, and Master of Public Administration (MPA) from the Yangon Institute of Economics in 2008.After serving in Myanmar Oil and Gas Enterprise (MOGE) from 1983 to 1997, he passed the competitive examination for gazette officials through the entry point which was held by the Civil Service Selection and Training Board and appointed as the staff officer in Civil Service Selection and Training Department on 12-5-1997. He attended the Induction Course for Civil Service Officer Training Course No. (147) from 30-9-1997 to 9-1-1998 and the Senior Level Officials Management Course No.(1) from 20-5-2013 to 14-6-2013 at the Central Institute of Civil Service (Phaunggyi) and also attended the Executive Level Management Course No (4) from 26-6-2017 to 18-8-2017 at the Central Institute of Civil Service (Upper Myanmar). He also attended Courses on Public Relations conducted by Ministry of Information, and English Courses conducted by Myanmar-Singapore Training Centre in Yangon.
He started his civil service career as a staff officer and then promoted to the posts of Assistant Director, Deputy Director, Director, Deputy Director General in Civil Service Selection and Training Department and also as the Pro-Rector (Admin) at the Central Institute of Civil Service (Lower Myanmar). At present, he is serving as the Director General of Civil Service Affairs Department on 12th October 2021.
As his foreign exposure, he attended the Trainings on Advanced Executive Development Program for Middle Level Officials which were conducted in Thailand, Vietnam, Lao PDR, Learning Program on GMS Competiveness and Inclusive conducted in Mae Fan Luang University of Thailand, Lao PDR and People’s Republic of China, Seminar on Public Service Reform and Innovation for Developing Countries conducted in the Peking University of PR.China, Seminar on HR Innovation in ASEAN Countries Civil Service conducted in Thailand, Workshop on Test Item Writing Construction and Development in the Philippines, Workshops on IAI HRD conducted in Brunei Darussalam and Singapore, Workshop on Natural Disaster Reduction in Indonesia, Work Procedure Manual Workshop in Cambodia, Study Visit to Republic of Korea and Malaysia. He also attended training cooperation program in Japan and also participated as the delegation to the 15th, 16th, 17th, 18th, 19th ASEAN Cooperation on Civil Service Matters related meetings which were held in Lao PDR, Malaysia, Myanmar, Philippines and Singapore. He went to France as Chief Examiner either.
He has many local experiences by involving in the Workshops on Capacity Enhancement of Myanmar Civil Service, in cooperation with Japan-Sasakawa Peace Foundation, conducted in Yangon, Mandalay, Taunggyi and Nay Pyi Taw under the supervision of UCSB, the Strategic Management Workshop conducted in Central Institute of Civil Service (Lower Myanmar) by cooperation with Institute of Public Service, Brunei Darussalam, conducting ICT Courses in collaboration with UN-APCICT, in Central Institute of Civil Service (Lower Myanmar) and (Upper Myanmar), making arrangements for the participants to be able to join various English Courses in Myanmar-Singapore Training Centre, with the Programme of IAI. He also involved in the arrangements of Training of Trainers (TOT) for CLMV Officials under the Programme of Myanmar ARC Activities. Moreover, he also actively participated in the activities of inauguration of Civil Services Academy in both Central Institutes of Civil Service as well as in the consultative workshops for the Civil Service Reform Strategic Action Plan (CSRSAP).
While serving as civil service personnel, he was awarded various kinds of medals such as Tranquility and Rule of Law medal, State Peace Medal, Public Servant Badge, Good Public Servant Badge and Medal of outstanding performance in administrative field (Grade-3).
