




About Organization
The Union Civil Service Board Law has already been prescribed on 29 th November, 2010 in accordance with the section 443 of 2008 Constitution of the Republic of the Union of Myanmar under the section 24/2010 of the State Peace and Development Council Law. Also the Union Civil Service Board is well organized in pursuance of 1977 Civil Service Selection and Training Board Law. It should be organized with one Chairman and (5) Members minimum and (7) Members maximum and duties and responsibilities of the Board have been prescribed in the chapter (3) of the Board Law. The Board is also government organization representing and actively participating in the ASEAN Cooperation on Civil Service Matters (ACCSM).

Mission and Objectives of the Union Civil Service Board
Duties and Powers
The Sections 8, 9, and 10 in Chapter III of the UCSB Law deals with the duties and powers of the Board. Followings are these sections mentioned in the said Law;
Missions of the Union Civil Service Board
- To conduct the recruiting and selection process for officials to be appointed at the entry point of public organizations systematically and impartially.
- To undertake and organize induction training courses for all level of service personnel and provide arrangements for middle and senior level officials to participate in training programmes, conferences, workshops and seminars.
- To conduct training and educational programmes aimed at capacity enhancement of civil service personnel.
- To administer the existing rules and regulations relating to the civil service personnel and provide advisory and consultancy service to other public organizations in matters relating to civil service affairs.
Objectives of the Union Civil Service Board
- To recruit and select the qualified candidates to be appointed through the entry point of gazette officials for ministries and government organizations apart from the staff in military and police forces
- To undertake building and enhancing capacities of civil service personnel based on the government’s policies, visions and missions and; develop the concept by taking pride of the core values of the individuals_ Honesty, Integrity, Objectivity and Impartiality
- To nurture civil service personnel to be able to serve for the people and ,fulfill the needs of people for the effective service delivery in accordance with the 2008 Constitutions, Union Civil Service Board Law and its Rules, and Civil Service Personnel Law and its Rules .
- To undertake and organize training courses in local, deputations to attend conferences, workshops and seminars in order to enhance the capacity and performance of service personnel.
- To provide the Union Government by means of stipulating the civil service ethics, rules, regulations, procedures and norms and; determining the policies and directives.
အဖွဲ့၏ တာဝန်များ
The duties of the Board are as follows:
- Systematically selecting the civil services personnel contained in section 3;
- Training and nurturing the services personnel effectively;
- Supporting the Union Government for determining the ethics, regulations, procedures, standards relating to the services personnel and enabling to lay down the policy guidelines;
- Conducting research relating to the affairs of services personnel;
- Communicating with the United Nations Agencies, Regional Organizations and International Organizations, with the approval of the Union Government, in respect of the affairs of services personnel;
- Scrutinizing the affairs of services personnel which are enquired by the Services Personnel Organizations and replying in accord with the existing regulations and procedures;
- Systematically maintaining the records of cases of action taken against services personnel;
- Scrutinizing and coordinating matters in concern with selecting, nurturing and maintenance of the disciplines of the Union Services Personnel Organizations and Services Personnel Organizations of the Region or State;
- Coordinating and carrying out to form the Civil Services Personnel Organizations for enabling to carry out works administered by the Region or State Government and in the appointment of necessary civil services personnel, in accord with the Union law relating to services personnel or by coordinating with the Union Government in advance;
- Reporting the performance of the Board annually to the President and submitting interim report if necessary;
- Performing duties assigned by the Union Government, from time to time;

The power of the Board relating to the selection for the appointment and promotion of the services personnel are as follows:
- Determining, the rank of services personnel are to be selected by the Board with the approval of the Union Government;
- Determining to select the remaining ranks of the services personnel by the relevant Services Personnel Organizations in accord with the directives of the Board, other than the stipulated rank of office to be selected only by the Board;
- Delegating the Union Services Personnel Organizations to select the service personnel for the prescribed rank under sub-section (b) of section 9 of UCSB law by forming a body by the head of the relevant Services Personnel Organization;
- Causing the head of the Services Personnel Organization of the Region or State to carry out the recruitment and selection processes in line with the directive of the Board in the matters where the services personnel are to be appointed in sub-section (i) of section 8, subject to the provisions contained in sub-section (h) of section 8 of UCSB law;
- Recommending to the office of the Union Government if it is necessary to appoint any rank of services personnel in any Services Personnel Organization due to any unusual circumstance;
- Scrutinizing, according to the stipulations relating to promotion, the matters of recommendation by the relevant Services Personnel Organizations in respect of the promotion to the rank of gazetted officer.
Setting-up
Under the guidance and supervision of the Chairman and led by (6)-Members of the Union Civil Service Board (UCSB), the Office of the Chairman was formed by (40) officials and (78) non-gazette officials; the Civil Service Affairs Department was formed by (42) officials and (123) non-gazette official; the Civil Service Selection and Training Department was formed by (59) officials and (178) non-gazette officials; the Central Institutes of Civil Service (Lower Myanmar) and (Upper Myanmar) was formed by (160) officials and (1102) non-gazette officials.
