U Kyaw Soe, Rector of the Central Institute of  Civil Service (Upper Myanmar) was born at Nyaungpin Wun village in Sagaing Township on 25th of May in 1970 by U Lu Khin and Daw Than Sein. After passing the Associate Basic Education High School at Nyaungpin Wun village in Sagaing Township in 1987, he studied at Yangon University specialized subject in Industrial Chemistry and graduated with the Bachelor of Science (B. Sc) in 1994. Again, he joined the Officer Training School Batch No. (94) at the military training town called Ba Htoo from 1995 to 1996 and; after completion of it, he served in an infantry regiment, headquarters of warfare commandment, infantry headquarters and Adjutant General’ office of Ministry of Defence. On 2nd of May in 2005, he transferred to the Ministry of Foreign Affairs and served as an Assistant Director, Deputy Director and Counsellor. Then, from the date of 18th January in 2010, he has been working as a Director (Head of the Office) at the Union Civil Service Board and was promoted to be a Deputy Director General (Head of the Office) on 1st of January in 2011. From the date of 20th February in 2014 to the date of 17th September in 2016, he was assigned to take responsibility of Acting Director General at the Civil Service Affairs Department in the Union Civil Service Board and at present, he has been working as Director General of the Civil Service Selection and Training Department in Union Civil Service Board from the date of 17th September in 2016 and transferred to Central Institute of  Civil Service (Upper Myanmar) on 18th of February in 2019.
