U Aung Tin Soe, the Permanent Secretary/ (Senior) Director General of Union Civil Service Board was born in Taung Tha, the Mandalay Region on 24th April of 1964 by U Nyo Gyi and Daw Yi. In 1985, he graduated with the Bachelor of Science (B.Sc) specialized in Chemistry at Magway Degree College (now Magway University) and joined the Officer Training School Batch No. (75) at the Training School (Hmawbi) of the Military (Army) in 1987. After completion of it, he was appointed as a gazette officer at the Military (Army) in May 1988. In his military career, he was promoted in a variety of positions and while serving as a Colonel, he joined the Batch No. (11) at the National Defense University from April 2012 to March 2013 and then, graduated the Master of Art (Defense). He served in the military for 26 years from 13th May 1988 to 21st June 2013.

Then, he served as the Rector in Central Institute of Civil Service (Upper Myanmar) from 22-6-2013 to 31-3-2017 and in the Central Institute of Civil Service (Lower Myanmar) from 1-4-2017 to 20-1-2020. While serving as the rector, he further studied the course on Master of Public Administration at the Mandalay University with the joint programme of Meiktila University of Economics from 2016 to 2018 academic years and got M.P.A on 26-1-2019.

As for his international career pathways, he paid a study visit to Singapore for delegation from 4-8-2000 to 10-8-2000, National Defense College’s study visit as a participant to Sichuan and Yunan provinces in China from 22-9-2012 to 30-9-2012 and a study visit to Tokyo, Japan in title of Program for Governmental Human Resource Management for Senior Officials (A) 2017 with the support of Japan International Cooperation Agency (JICA) from 10-5-2017 to 27-5-2017. And then, he attended the Knowledge Creation Workshop 2019 of LEADING Asia Project for two days in Philippines with the support of GRIPS from 22-8-2019 to 23-8-2019 and the same programme to Japan from 5-12-2019 to 6-12-2019 respectively.

He and his wife, Daw Khin Moe Moe have two offspring named Mg Phone Myat Min and Mg Thaw Zin Nyunt.
